Third-level education in Spain is currently being adapted to the higher education system proposed in the Bologna Declaration, adopted by many EU and non-EU states with a view to developing a European Higher Education Area (EHEA).
The specific actions being implemented as part of this adaptation process include:
Implantation of the European Credit Transfer System
Adaptation of official university courses and qualifications
Implantation of the European Diploma Supplement.
Implantation of the European Credit Transfer System
The CREDIT is the reference unit on the basis of which the curriculum vitaes for students in most countries are being organised and structured.
In the current Spanish university system, this unit fundamentally represents practical and/or theoretical teaching hours. The EU credit system, is defined, according to the Bologna Declaration, as a student-centred system based on the student workload - including theoretical and practical activities as well as other guided academic activities - required to achieve the objectives of a programme.
The current Spanish system of credits is currently being replaced by the European Credit Transfer System (ECTS).

Adaptation of official university courses and qualifications
The process is also underway to adapt official university courses and qualifications to the system approved by the Bologna Declaration. To date, university studies in Spain have been organised as follows:
First Cycle: Diploma (duration 3 years). First and Second Cycle: Degree (duration 4-5 years) Second Cycle: Degree, accessed from first cycle (diploma) studies (duration 2 years). Third Cycle: This includes post-graduate and master's courses (1-2 years duration) and doctoral courses (2 years study + 3 years dissertation).
The qualifications available are:
Approved qualifications: These are officially valid in all of Spain. In-house qualifications: These are only recognised by the issuing university.
Studies are currently being restructured as follows:
Undergraduate Education. First level, leading to a professional qualification valid for the European labour market.
Post-graduate Education. Second level, access to which is obtained by completing the first level, leading to a master's or doctoral degree.
In referring to undergraduate education qualifications, these must be approved qualifications. For post-graduate education, the existence of official master's degrees will be compatible with master's degrees corresponding to in-house qualifications for courses given by higher education bodies.
Implantation of the European Diploma Supplement (DS)
The aim of this initiative is to make European university qualifications more comprehensible and more easily comparable, by means of the provision of a standard and personalised description of the nature, level, context, content and status of the studies that were successfully completed by the graduate.
Implantation of the DS system in Spain is envisaged in terms of two phases: an initial transitional phase that runs until courses for the new qualifications are restructured according to the ECTS, and during which the DS can be issued for existing qualifications; and a final phase that will be implemented once the system has been adapted to the ECTS.
